One front Left side fiberglass fender. It will require light sanding. We only have one.

I'm not sure if there was anything wrong with either one of these or both or ?. My thinking is that if both of these were bad, the car wouldn't run. I am now also told that they can be cleaned with brake cleaner fluid or ?.
